Master the key aspects of public procurement of innovation to find solutions to your clinical needs

Public Procurement of Innovation is a powerful instrument for introducing innovative solutions into healthcare organisations, thereby improving their services, enhancing professionals’ work, and advancing the care and quality of life of patients. 

But implementing public procurement processes is not that simple.  
Which is the best approach? Which are the steps? Where to start? 

A highly effective system: demand-driven innovation 

Demand-driven innovation means that the innovation process starts with identifying an unmet need. Versus a more traditional technology-push approach, the healthcare organisation states its challenge and seeks innovative partners to co-create a solution. 

Public Procurement of Innovation is a special model under the demand-driven innovation approach. Organizations wishing to implement Public Procurement of Innovation policies usually follow these 6 steps:

Strategic planning: Defining the full road map of innovation (from goals to step-by-step process) and establishing how to implement it. 

Need identification: Clearly identifying unmet needs, focusing on end-users’ requirements, and turning them into improvement opportunities aligned with the organisation reality and goals. 

Open Market Consultation: Engaging with potential suppliers, stakeholders, and experts to assess market readiness and better describe the identified need. 

Funding Opportunities: Identifying and leveraging financial mechanisms or grants to support the procurement of innovative solutions. 

Tendering Process Assistance: Designing and executing procurement procedures that encourage innovation while ensuring compliance with legal frameworks.  

Contract Management Support: Monitoring and managing innovation contracts to ensure the delivery of the desired innovation and its integration into the organisation. 

InnoHSupport Advisory Services 

Implement a key step of innovation in your organisation with the guidance of our experts and master it 

The InnoHSupport Advisory Services is a coaching programme that helps one team from a healthcare organisation to implement one of the key steps of innovation procurement processes. 

Unlike other training programmes, the work will be done by the team itself, under the supervision and guidance of our experts. It is 100% financed by the European Comission. 

First call: coaching and support for steps 1, 2 or 3 

Each participating team will work on a single key step in the form of a coaching module. 

  • Strategic planning. 
  • Unmet need identification. 
  • Open Market Consultation.

A second call will be launched at a later stage for steps 4, 5 and 6. 

How do InnoHSupport Advisory Services work? 

The Advisory Services are designed for public and private healthcare organisations who are currently engaged or preparing for an innovation procurement process. 

We are looking for 18 healthcare organisations interested in implementing a Public Procurement of Innovation Process. The programme is aimed at groups of 3 or more people representing the organisation. Each team will be assigned a mentor to work with. 

The Advisory Services will take place through a 26-week program divided into 8 different phases. Each phase combines individual team sessions with joint group ones.  

As a minimum, teams must attend 16 sessions (1 individual and 1 group session per phase). Both individual and joint sessions will be approximately one hour long, and teams are also expected to dedicate time between sessions to work by their own on the service developed. 

The Advisory Services Programme will be conducted entirely in English.

The deadline to apply for the Advisory Services is February 28th, 2025 at 2pm (CET).

A programme for committed teams 

The programme is 100% funded by the European Commission. It is a great opportunity to make a difference both to the participants’ careers and to the organisation in which they work at no cost to them.  

Therefore, it is only for organisations that already have an innovation process in place or have a real objective to implement one. Although we understand that participants have their own workload and multiple tasks, we expect them to be committed and eager to work. 

Who is delivering the coaching? 

Ticbiomed is responsible for the first phase of the Advisory Services (coaching steps 1, 2 and 3). Our background includes more than 15 years in public procurement of innovation and extensive involvement in projects that have already tested and demonstrated the effectiveness of the demand-driven approach. We will leverage our experience in the sector to accompany and advise in each phase of the process, enabling a 100% practical and personalised learning experience. 

SILO (Science & Innovation Link Office) is responsible for the second phase of the Advisory Services (coaching services 4, 5 y 6). It is a management consultancy firm specialising in public procuremente of innovation, business development, and public-private collaboration. SILO supports clients with a focus on funding, tendering and contracting and will help participating teams to master these issues. 

InnoHSupport 

InnoHSupport is a Coordination and Support Action (CSA), funded by the European Union’s Horizon Europe research and innovation programme, Grant Agreement 101157552, with a total budget of 940.000 €. 

It started in September 2024 and it is expected to last until August 2026. 

InnoHSupport is operated by 9 entities, performing different roles in the consortium: 

InnoHSupport’s main goal is to bridge those gaps that hamper the progress in the definition, implementation, and adoption of innovative solutions in the Healthcare Ecosystem. 

To achieve this, the project will develop 3 main pillars of work: 

  1. Capacity Buiding. Aimed at key roles in the management of innovation projects in healthcare organisations. It includes: 
    1. The production of an Innovation Procurement Learning Toolkit: open and accessible learning resources, starting with a Resource and Learning Needs Analysis and covering various topics related to methods, practices, and culture. 
    2. An integrated Executive Education (EE) Program, a hands-on, team-based and challenge-oriented learning hybrid program to enhance the skills of public procurers and facilitate market access for suppliers in innovation public procurement. 

 2. Innovation Advisory Services (as described above). 

3. Collaboration and Martchmaking. Aimed at fostering collaboration and links in the ecosystem. It includes an Innovation Procurement Agora. A digital one-stop-shop oriented to procurers and suppliers, but also other supporting organizations such as innovation public founders, associations, entrepreneurship supporting actors and scientific and knowledge providers. It will collect on a single site all the outcomes from the InnoHSupport project, being as well the main matchmaking instrument of the project.
