INCAREHEART: Pre-commercial Procurement of innovative ICT-enabled integrated care solutions to advance multidisciplinary health and care for patients with chronic heart failure

INCAREHEART brings together five procurers: Region Jämtland Härjedalen (Sweden), Università degli Studi di Napoli Federico II (Italy), Region of Central Macedonia (Greece), Santa Casa Da Misericordia Da Amadora (Portugal) and Ministry of Health of Turkey. Together, they are seeking to procure an ICT-enabled integrated care solution to effectively support the management of a multidisciplinary care and support model for people living with chronic heart failure. Early diagnosis, care and follow-up, support for living with heart failure and continuous management and seamless transitions of care will be key building blocks for the procured solutions.

The mechanism to procure the solutions is Pre-Commercial Procurement (PCP). In PCP, public procures buy R&D from several competing suppliers in parallel to compare alternative approaches and identify the most cost-effective solutions that the market can deliver for their requirements. R&D is divided into phases (solution design, prototyping, initial development and validation/testing of a limited number of initial products), with the number of competing R&D providers reduced after each R&D phase. 

Ticbiomed will conduct the Open Market Consultation (OMC) which aims at informing the market about the forthcoming Call for Tenders and open a dialogue about the procurement scope.
